Florida Association of Chamber Professions (FACP) invites you to a presentation by Thatch, a new member, sponsor, and fintech company specializing in Individual Coverage Health Reimbursement Arrangements (ICHRA). 

Thatch has been proactively providing updates on healthcare policy, specifically regarding ICHRA and its implications for Florida businesses. The House of Representatives passed H.R. 1 with a narrow 215-214 vote. This bill encompasses the ICHRA enhancements, including: 

Employer Tax Credits: Small businesses (with under 50 full-time employees) offering ICHRAs, which the bill renames "CHOICE Arrangements," would be eligible for new federal tax credits. These credits would amount to up to $1,200 per enrolled employee in the first year and $600 per enrolled employee in the second year of offering a CHOICE Arrangement. 

Tax Advantages for Exchange Coverage: The proposal would extend the ability for employees using CHOICE Arrangements under a cafeteria plan to pay their remaining premium balance on a pre-tax basis, regardless of whether the plan was purchased on or off a health insurance Exchange. Current ICHRA regulations limit this favorable tax treatment to plans purchased outside of an Exchange.

Bruce previously served as Director, Federal Affairs for Boeing, a global aerospace manufacturer, and Assistant General Counsel for Policy at Brex, a leading b2b fintech focused on simplifying expense management for companies as they scale. At Brex, Bruce also served as Chairman of the Financial Technology Association, where he worked directly with other innovative fintechs to shape policy affecting the financial services industry. His work with Brex and the FTA earned Bruce recognition by Washingtonian magazine as one of the most influential people shaping policy.  Bruce formerly served as senior staff on the House Financial Services Committee and as an intelligence officer in the United States Air Force. He holds a law degree from Georgetown Law and a Bachelor of Science from the U.S. Air Force Academy.

He works to identify, develop and execute strategic initiatives designed to promote profitable growth. Working in a highly matrixed environment, Gary ensures alignment and execution of deliverables from key executives and cross functional work groups and acts as the primary face to the community and to market brokers, customers, regulatory and legislative bodies. Market resources including Sales and Marketing, Business Development, Product Development, Network Development, Clinical, Operations, Underwriting/Actuarial Services, External Affairs and Regulatory Affairs have both direct and indirect reporting responsibility to him. Gary serves as the key leader in the senior management team that links strategic planning objectives with day-to-day operational execution and is responsible for making timely, informed decisions.
