Description
As of September 25, 2025, Florida law allows open carry of firearms following a court ruling deemed the previous ban unconstitutional. At a few of the recent regional meetings, this topic came up and we discovered that there is still a lot of confusion regarding what the new law means for both individuals and business owners.
On this month's Advocacy Call, we will be joined by Phil Archer, who will discuss the Open Carry Law as well as Florida Statutes relating to firearm possession in the state of Florida.
Phil is a retired Law Enforcement Officer for the City of Miami Beach, a current firearms instructor who is certified with FDLE and is an NRA instructor (and he happens to be the husband of Patty Archer, the President of the Miramar Pembroke Pines Chamber!).

More About Our Speaker...
Philippe J. Archer has proudly served as a law enforcement officer for a total of 35 years. His career began in 1990 with the Homestead Police Department, where he had the honor of joining the Homestead Police SWAT Team in 1991.
In 1995, he continued my law enforcement journey with the Miami Beach Police Department (MBPD), where he served for 27 years in various specialized units. Throughout his tenure, he was assigned to the Gang Unit, the Crime Suppression Team, and participated with the Miami-Dade Robbery Intervention Division (R.I.D.). He also served as a Task Force Officer with the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), worked in Community Policing, and concluded his active-duty career with the Major Crimes/Homicide Unit.
After retiring from full-time service in 2021, he continued to serve his community as a Reserve Police Officer with the Miami Beach Police Department. In this role, he became certified as both a CJSTC (Criminal Justice Standards & Training Commission) and NRA Firearms Instructor. He takes great pride in training new recruits as they transition from the academy into active duty, helping them develop the skills and discipline necessary to serve safely and effectively.
Beyond law enforcement, he takes great pride in educating the community on firearm safety, responsible ownership, and Florida’s evolving firearm laws. His goal is to ensure that every individual who chooses to own or carry a firearm does so safely, confidently, and with a full understanding of their legal responsibilities. In addition to his service and training work, he is also a Realtor® with Lifestyle International Realty, where he assists clients in finding their dream homes and investment properties, including residential and commercial real estate. Above all, he is a devoted husband to his wonderful wife, Patty Archer, and a proud father to their two amazing children, Gaby and Jordan Archer.
